On April 21, the sixth anniversary of the establishment of the Tianjin Pilot Free Trade Zone. Keeping in mind its responsibilities and missions, Tianjin has continuously tested systems for the country in areas such as financial leasing and biomedicine to help high-quality development.
In June last year, the Tianjin Pilot Free Trade Zone and the Binhai High-tech Zone jointly created a joint innovation demonstration zone, realizing policy innovation within the zone and outside the zone for replication and promotion. In October last year, a company in the park made a new breakthrough in its rare disease cell therapy technology. However, it wanted to be used in clinical treatment but encountered some bottlenecks and urgently needed policy innovation.
Cell therapy is to extract active ingredients from the patient's autologous cells, perform bioprocessing, and then enter the patient's body to help repair damaged tissues. But right now, because the country has not issued corresponding clinical application guidelines and regulatory standards, it cannot be applied on a large scale. "Experimenting the system for the country" is a duty written into the genes of the free trade zone. Beginning at the end of last year, led by the Free Trade Zone Policy Research Center, it has conducted joint investigations with many “national” scientific research institutions and academician workstations in Beijing, Tianjin and Hebei, and conducted feasibility demonstrations for application operations; Departments, etc., jointly organize industry regulatory organizations to promote low- and medium-risk cell therapy products, access medical technology, and carry out clinical applications.
After more than half a year of demonstration, the "Report on the Pilot Test of Cell Therapy in Tianjin Free Trade Zone" has been drafted and submitted to the Ministry of Commerce of the People's Republic of China. Once the pilot is successful, patients can directly enjoy cell diagnosis and treatment methods in the Tianjin Free Trade Pilot Zone and the Linkage Innovation Zone, and scientific research institutions can also let go of research and realize clinical transformation and application more quickly. In the past six years, a total of 477 such system innovations have been completed in the Tianjin Pilot Free Trade Zone. Among them, in 2020, the sixth batch of nationally replicated and promoted experience Tianjin contributed 10 items, ranking first in the country. This year, the Tianjin Pilot Free Trade Zone will make new achievements in the fields of financial leasing, biomedicine, equipment manufacturing, and offshore trade. (Li Tong, editor of Jinyun News)
