Zeng Yixin said that medical technology innovation should focus on the combination of base management and project management. In terms of base management, it is necessary to focus on exploring cooperation between academies and enterprises and mobilize multiple resources to participate; project management should be implemented in stages. The scientific research stage should be supported by the government and society, and exploration should be vigorously encouraged. The mature stage undergoes safety, effectiveness and economics. After evaluation, it can be promoted to clinical application within an appropriate range. It is necessary to rationally lay out new technology research and development bases, give consideration to the east and west, tilt to the backward areas in the west, and attract more resources to drive the development of the west.
